
Rochester Planning Commission Approves New Townhome Development for Diverse Demographics
In a significant advancement for the Rochester real estate market, the Rochester Planning Commission has unanimously approved a proposal for a new townhome development, dubbed “The Savannah at Rochester.” This project, initiated by a subsidiary of Stoneleigh Companies, plans to introduce 178 townhome units across 30 buildings that feature a diverse range of configurations, from four-plexes to eight-plexes. The commission’s approval was granted during its regular meeting on Wednesday evening, and the project is set to move forward to the Rochester City Council for additional consideration.
The designated site for this development is strategically located at the intersection of Badger Hills Drive Northwest and 50th Avenue Northwest. According to planning documents, the project aims to cater to an array of residents, particularly targeting older renters, families, and empty-nesters. Rick Cavanaugh, president of Stoneleigh Companies, noted that this initiative represents an alternative housing option compared to standard apartment offerings, becoming especially attractive to those aged 35 to 55, as opposed to the younger demographic typically drawn to conventional rental units.
The Savannah series, which already includes developments in Grand Rapids, Michigan; Kenosha, Wisconsin; and Ankeny, Iowa, is characterized by its ability to offer spacious multi-family living options without the constraints of traditional apartment complexes. Rental pricing at similar properties indicates a competitive range, with units available from approximately ,357 for one-bedroom accommodations to ,410 for more spacious three-bedroom configurations. Specific details regarding planned amenities for the Rochester site remain scarce; however, existing Savannah properties typically feature a variety of on-site facilities such as fitness centers, chef’s kitchens, billiards rooms, business centers, and outdoor grilling areas, all aimed at enhancing community living experience.
Cavanaugh expressed optimism about the site’s geographic and infrastructural advantages. The elevation of the development location not only affords picturesque views of the surrounding landscape but also benefits from existing zoning regulations and infrastructure support, which are critical for accommodating new residents seamlessly. The proposed layout situates the development adjacent to an established single-family home subdivision on the west and an existing apartment complex to the north.
This venture into Rochester marks another step in Stoneleigh’s expansion efforts within Minnesota; the company previously completed the luxury Waterford Bay Apartments in St. Paul, a 243-unit project finished in 2021 that enjoys proximity to the Mississippi River.
The construction timeline for The Savannah at Rochester is projected to initiate grading activities as early as November, with vertical construction slated to commence in Spring 2026. Cavanaugh anticipates that the overall project may take approximately 20 to 23 months to reach completion, reflecting the company’s commitment to timely execution while meeting emerging regional housing demands. The city’s ongoing support and feedback have been instrumental throughout the planning process, indicating a collaborative approach to urban development in Rochester.
